6月1日起，中國(guó)—烏干達(dá)海關(guān)“經(jīng)認(rèn)證的經(jīng)營(yíng)者”（AEO）互認(rèn)安排正式實(shí)施。這是中國(guó)在非洲正式實(shí)施的首個(gè)AEO互認(rèn)安排。

A mutual recognition agreement of authorized economic operator (AEO) status signed between China and Uganda went into effect on Thursday. The agreement is the first of its kind to take effect between China and an African country.

2021年5月，中國(guó)與烏干達(dá)兩國(guó)海關(guān)正式簽署了《中華人民共和國(guó)海關(guān)總署和烏干達(dá)共和國(guó)稅務(wù)署關(guān)于中國(guó)海關(guān)企業(yè)信用管理制度與烏干達(dá)稅務(wù)署AEO制度互認(rèn)的安排》。中烏互認(rèn)安排實(shí)施后，兩國(guó)AEO企業(yè)將享受降低單證審核和貨物查驗(yàn)率、加快通關(guān)速度、優(yōu)先查驗(yàn)、指定海關(guān)聯(lián)絡(luò)員溝通解決企業(yè)在通關(guān)中遇到的問(wèn)題、在國(guó)際貿(mào)易中斷并恢復(fù)后優(yōu)先快速通關(guān)等多項(xiàng)便利措施，貨物通關(guān)時(shí)間有望明顯壓縮，港口、保險(xiǎn)、物流等貿(mào)易成本也將相應(yīng)降低。中國(guó)AEO企業(yè)將更加便捷高效地出口機(jī)電產(chǎn)品、服裝鞋類、鋼鐵、汽車零部件等商品到烏干達(dá)，中國(guó)市場(chǎng)也將見到更多更優(yōu)質(zhì)的烏干達(dá)芝麻、棉花、皮革、咖啡等商品，為推動(dòng)兩國(guó)經(jīng)貿(mào)合作高質(zhì)量發(fā)展創(chuàng)造更加良好環(huán)境。

截至目前，中國(guó)已與新加坡等52個(gè)國(guó)家（地區(qū)）簽署AEO互認(rèn)安排，互認(rèn)國(guó)家（地區(qū)）數(shù)量居全球首位。

【重要講話】

中國(guó)將為非洲農(nóng)產(chǎn)品輸華建立“綠色通道”，加快推動(dòng)檢疫準(zhǔn)入程序，進(jìn)一步擴(kuò)大同中國(guó)建交的最不發(fā)達(dá)國(guó)家輸華零關(guān)稅待遇的產(chǎn)品范圍，力爭(zhēng)未來(lái)3年從非洲進(jìn)口總額達(dá)到3000億美元。中國(guó)將提供100億美元貿(mào)易融資額度，用于支持非洲出口，在華建設(shè)中非經(jīng)貿(mào)深度合作先行區(qū)和“一帶一路”中非合作產(chǎn)業(yè)園。中國(guó)將為非洲援助實(shí)施10個(gè)設(shè)施聯(lián)通項(xiàng)目，同非洲大陸自由貿(mào)易區(qū)秘書處成立中非經(jīng)濟(jì)合作專家組，繼續(xù)支持非洲大陸自由貿(mào)易區(qū)建設(shè)。

China will open “green lanes” for African agricultural exports to China, speed up the inspection and quarantine procedures, and further increase the scope of products enjoying zero-tariff treatment for the least developed countries (LDCs) having diplomatic relations with China, in a bid to reach 300 billion US dollars in total imports from Africa in the next three years. China will provide 10 billion US dollars of trade finance to support African export, and build in China a pioneering zone for in-depth China-Africa trade and economic cooperation and a China-Africa industrial park for Belt and Road cooperation. China will undertake 10 connectivity projects for Africa, form an expert group on economic cooperation with the secretariat of the African Continental Free Trade Area (AfCFTA), and give continued support to the development of the AfCFTA.
