近日，《海關(guān)總署關(guān)于推動(dòng)加工貿(mào)易持續(xù)高質(zhì)量發(fā)展改革實(shí)施方案》印發(fā)?！斗桨浮诽岢觯С衷?、煤炭、天然氣等能源性商品，鐵礦石、銅精礦等資源性商品以及糧食等大宗商品進(jìn)口。

The General Administration of Customs' latest move of introducing 16 reform measures to promote high-quality development in processing trade will further enhance the role of policy guidance in supporting the gradual transition of industries within China, said an official on Tuesday.

近日，海關(guān)總署出臺(tái)推動(dòng)加工貿(mào)易持續(xù)高質(zhì)量發(fā)展的16條改革措施。海關(guān)總署官員10月31日表示，這些改革措施將進(jìn)一步增強(qiáng)政策的引導(dǎo)作用，支持國(guó)內(nèi)產(chǎn)業(yè)逐步轉(zhuǎn)型。

These measures, such as supporting the processing trade of strategic commodities in the main import areas of China's central, western and northeastern regions, will leverage the resource advantages and industrial characteristics of these regions, said Huang Lingli, deputy director of the GAC's commodity inspection department. The new policies encourage the import of energy and resource commodities such as crude oil, coal, natural gas, iron ore, copper concentrate and grains, said Huang.

海關(guān)總署企業(yè)管理和稽查司副司長(zhǎng)黃伶俐表示，改革措施將支持戰(zhàn)略商品在中西部和東北地區(qū)主要進(jìn)口地開(kāi)展加工貿(mào)易。結(jié)合這些地區(qū)的資源優(yōu)勢(shì)、產(chǎn)業(yè)特點(diǎn)，支持原油、煤炭、天然氣、鐵礦石、銅精礦等能源性、資源性商品和糧食等大宗商品進(jìn)口。

Processing trade refers to the business activity of importing all, or part of, the raw and auxiliary materials from abroad, and re-exporting the finished products after processing or assembly by companies within the Chinese mainland.

加工貿(mào)易是指經(jīng)營(yíng)企業(yè)進(jìn)口全部或者部分原輔材料，經(jīng)本土企業(yè)加工或裝配后，將制成品復(fù)出口的經(jīng)營(yíng)活動(dòng)。

As a crucial component of China's foreign trade, Huang said processing trade plays a vital role in facilitating external openness, driving industrial upgrading, stabilizing supply chains, ensuring employment and improving people's livelihoods.

黃伶俐指出，加工貿(mào)易是我國(guó)對(duì)外貿(mào)易的重要組成部分，在促進(jìn)對(duì)外開(kāi)放、推動(dòng)產(chǎn)業(yè)升級(jí)、穩(wěn)定產(chǎn)業(yè)鏈供應(yīng)鏈、保障就業(yè)、改善民生等諸多方面發(fā)揮重要作用。

China's processing trade amounted to 5.57 trillion yuan ($761.22 billion) between January and September of 2023, accounting for 18.1 percent of the country's total foreign trade value, data from the GAC showed.

據(jù)海關(guān)數(shù)據(jù)顯示，2023年1月到9月，全國(guó)加工貿(mào)易進(jìn)出口總值5.57萬(wàn)億元，占全國(guó)外貿(mào)進(jìn)出口總值的18.1%。
